LEADERSHIP
TGG’s founder and executive management team have extensive experience performing and managing military operations, personnel/physical/facility/infrastructure security, counterintelligence support, intelligence collection/requirements management, all-source intelligence analysis, intelligence/operational planning, intelligence systems integration, program management, and capabilities/architecture development efforts for DoD customers while serving in Division, Deputy Division, and Program Management positions at other large DoD contracting firms.
HON. TOMMY L. GARRETT
Principal Owner, President, CEO
Tommy formed The Garrett Group in 2007 and serves as President and CEO for TGG. Tommy’s background includes service as an intelligence officer, commander, leader, Nebraska State Senator, and business manager with over 40 years of experience in operations, intelligence, defense contracting and public service. He has been highly successful in leading and managing large business and intelligence organizations which include: Commander for Military Matters and Director of the Operations Division, National Air Intelligence Center (Pentagon); Commander, Intelligence Division (Squadron), U.S. Air Force Weapons School (Nellis AFB, NV); Deputy Group Commander, Intelligence School House (Goodfellow AFB, TX); Commander, 607th Air Intelligence Group and Director of Intelligence 7th Air Force (Osan AB, Korea); Commander USSTRATCOM Joint Intelligence Center (Offutt AFB, NE); Director, Intelligence, Surveillance, and Reconnaissance Division (Prince Sultan Air Base, Saudi Arabia). Tommy is a graduate of the National War College, Air War College, Air Command and Staff College, the U.S. Air Force Weapons School and is a RAND Corporation Research Fellow.
DON KELLY
Senior Vice President & Chief Operating Officer
Don manages our program management and contract capture personnel and is responsible for the financial execution of the company. A former USAF officer, his military career included flying tours in the RC-135 and B-1B, joint force assignments and operational command. Don is a politically elected Sarpy County Commissioner responsible for all County operations and business-related activities for the fastest growing county in Nebraska. He also serves as Chairman of the Sarpy County and Cities Wastewater Agency. Don is Board member on the 55th Wing Association and is active in numerous civic and fraternal organizations.
MARIO C. BUDA
Senior Vice President and Chief Experience Officer
Operations Manager, Northstar JV LLC
Mario serves as The GARRETT GROUP’s Vice President for Joint Ventures. His primary responsibilities are to develop, lead, and manage the company’s Joint Venture internal and external operations. Mario served over 25 years in the USAF. He was a career pilot, flying the KC-135, T-37, T-38, and U-2 aircraft. He accumulated over 4,000 flying hours and commanded the 1st Reconnaissance Squadron, the Air Force’s U-2 flying training unit, in addition to multiple overseas operational flying units. He is a graduate of the Air War College resident program. Since his retirement in 2004, Mario has held multiple positions in the defense contracting sector in the Bellevue / Offutt AFB area.
Bryan Van Deun
Vice President, Security Operations
After a 20+ year career as an FBI agent and executive, and experience as a corporate consultant post-FBI, Bryan is the Facility Security Officer (FSO) and Insider Threat Senior Program Official (ITSPO) for The Garrett Group. Bringing significant experience in compliance, insider threat, intellectual property protection and financial crime, his background and knowledge will allow the company to bolster its security posture. Bryan’s FBI assignments spanned threat programs and continents – from Chicago to Nigeria to Montana and Washington, DC – in programs including art crime, counterespionage, economic espionage, financial crime and public corruption. As a member of the Senior Executive Service, Bryan served as the Chief of Counterespionage for another US Intelligence Community agency, leading a team of 200 identifying counterintelligence threats in the applicant pool and onboard workforce. Prior to the FBI, Bryan worked on Capitol Hill, for an international banking trade association, and in international trade and finance roles. He has a BA from the Virginia Military Institute, an MBA from the University of Kansas and serves on the Cybersecurity Advisory Board for Bellevue University (NE) and on the Emergency and Security Industry Advisory Board at Tulane University (LA). A fluent French speaker, Bryan is a member of ASIS International and of AFCEA.
DEB SHOCK
Program Manager
Deb manages a portfolio of contracts and personnel supporting missions at United States Strategic Command (USSTRATCOM) and other Department of Defense organizations. She provides Government customers with experienced and long-term personnel to ensure customer satisfaction and to build enduring partnerships for mission accomplishment. Deb graduated from the University of Nebraska – Lincoln and was commissioned through AFROTC. She served over 21 years as a missile and space officer in the USAF. During her time in service, she was stationed at Minot AFB, ND as a missileer before she transitioned to space operations. As a career space officer, she was assigned to various operations and staff positions at Air Force Space Command (AFSPC), Air Education and Training Command (AETC), US Strategic Command (USSTRATCOM), and United States Air Forces Europe (USAFE). Since she retired in 2017, she has been a defense contractor supporting the J6 and J7 at USSTRATCOM.
JOHN T. HUNTER
Vice President, Capture & Proposal Operations
John brings 28 years of experience leading personnel and building successful teams with a winning record in proposal and capture, intelligence, mission execution, project management, systems and process integration, administration, training, strategic analysis, operations, and planning. As a career intelligence professional, he provided mission support from tactical operations up through national strategic deterrence and defense at the Combatant Command and Joint Staff levels. His Intelligence career includes duties included command and several high visibility service and joint headquarters staff assignments. He is a graduate of National Intelligence University.

CY 2023 Greenhouse Gas Emissions
THMG, Inc., dba The Garrett Group measured and established a baseline of our greenhouse gas emissions for Calendar Year (CY) 2023 for all facilities leased and controlled by the company.
The Garrett Group’s GHG emissions report provides measurement of our Scope 1 and Scope 2 emissions, as well as our Scope 3 emissions for CY 2023. The Garrett Group attests that the Scope 1, 2 and 3 GHG emissions were calculated in accordance with the GHG Protocol Corporate Accounting and Reporting Standard
In calendar year 2023, The Garrett Group’s had no Scope 1 emissions and Scope 2 emissions measured approximately 12.75 metric tons CO2e. The Garrett Group’s 2023 Scope 3 emissions measured approximately 209 metric tons CO2e. The entirety of The Garrett Group’s emissions are from the electricity used in the facilities we lease, which is commercial office space, and from employee business travel and commuting.
Reduction Targets
The Garrett Group is committed to further reduce our greenhouse gas emissions and our impact on the climate and will establish annual reduction targets beginning in 2025. We believe that establishing and meeting these short and mid-term goals will enable us to achieve a reduction in our emissions to net-zero by or before 2035.
